Jennifer Fisher serves as a senior congressional lobbyist for the American Dental Association (ADA). With over 13 years of experience in global public policy, public engagement, and strategic partnerships, Jennifer leads policy and community engagement initiatives that have gained the support of presidential administrations, U.S. Congress, and public and private stakeholders.
As an advocate for the dental profession, Jennifer stands by the ADA’s mission to empower its 160,000+ members to achieve optimal oral health for all. Her work is motivated by the need to address the lack of access to dental care in medically underserved communities. In her role, she has led efforts to secure over $800 million in appropriations for federal oral health programs and successfully steered oral health policy to address the gaps in dental care. This includes the recent passage of the Action for Dental Health Act, legislation ushered into law by Congresswoman Robin Kelly and Senator Cory Booker, aimed to strengthen access to dental care in urban, rural underserved and Native American communities.
Prior to the ADA, Jennifer served as policy advisor to former U.S. Representative Artur Davis where she managed policy and appropriations that bolstered health care, infrastructure, and economic development in the 7th Congressional District of Alabama.
Jennifer’s volunteer efforts include co-leading a global health initiative that designs wearable health solutions to prevent the spread of malaria in Sub-Saharan Africa. She has a J.D. from The Catholic University of America, M.A. in Public Policy from Trinity College and a B.A. from Oglethorpe University. Jennifer is a native of Birmingham, AL and currently resides in Washington, DC with her husband Leroy Clay, III.
